The Ministry of Manpower (MOM) has announced that as of April 28, 2014 it will extend its services for Employment Pass holders. An improved application process will apply to both initial and renewal Employment Pass applicants, as well as to their dependents.

Initial Application Process

Since biometric information is required for the initial Employment and Dependent Pass Card applications, applicants will still need to visit the Employment Pass Services Centre (EPSC) when applying for their first Cards. However, photo-taking will be done at the Centre during the fingerprint registration, and therefore applicants do no longer need to bring their own passport photos to the appointment.

More importantly, as was already standard practice for S-Pass holders, the Employment Pass and, if applicable, Dependent Pass Cards will be delivered to an authorized recipient within approximately 4 working days from date of successful registration appointment. The applicant can provide the contact details of up to three authorized recipients during the registration appointment. The MOM will then inform the authorized recipients by text message or email one day before planned delivery of the Card(s) and call them on the day of delivery.

Renewal Application Process

When no new biometrics will need to be provided, the application for the renewal of an Employment Pass and/or Dependent Pass can be submitted electronically through EP Online. Again, details of authorized recipients for the delivery of the Card(s) will need to be provided, and the Card(s) will be delivered within 4 working days of successful application.

Revised Opening Hours and Appointment System

It is important to note that the EPSC hours of operation have been reduced in anticipation of the reduced volume of applicant visits. However, the Centre will still be open from 8am to 6pm each working day, and until 7:30pm on Tuesday and Friday. The address of the EPSC remains unchanged.

From April 28 onwards, appointments will need to be scheduled through a new centralized appointment system, Appointment@MOM. This system can be used for appointments related to Card Registration, Lost Card Interviews, Pass Issuance, Pass Renewal (e.g. for children who have turned 15 and did not provide their fingerprints before) and Pass Cancellation.
